In accordance with the letter of understanding dated 11/10/04 from Labor Relations Director Randy L. Luther to GCA Dennis R. Pierce which states,

 

Subject-RE Engineer Familiarization pay Former BN Territories 

 

I have discussed this issue with my guys on the proper application for payment for engineers required to make familiarization/qualifying trips and have been told that this dispute has arisen before.  It was resolved by my predecessor with the BN BLE-T committee as follows:

 

“Once assigned either a pool turn or extra board, and engineer can be required to make familiarization or qualifying trips at any time.  We can call him off his turn or extra board  at any time as long as he is rested to make these trips and all he is entitled to would be a basic day at the GREB rate of pay for each trip or tour of duty.  If he refuses to go when called off his turn, then we would have the right to remove him from that turn or extra board and he now qualifies on his own time.

 

However, if we allow the individual to stay on his turn/.extra board position and work up to first out and call him to work his regular turn with another engineer called as a pilot, the we owe him the line miles or trip rate (if applicable) for that tour of duty”

If called to perform service on a territory where familiarization is necessary and allowed to become first out either on the pool owner’s rotation or extra board position, using Code FE state, “Allow working locomotive engineer’s trip rate earnings including the Code SPD and Code CP account first out and called to work his/her regular assignment with another locomotive engineer as a pilot.” This is to go on the working timeslip.

 

If instructed to familiarize either off-turn or on rest as stated above the claim for a basic day at Locomotive Engineer’s Guaranteed Extra Board rate on a stand-alone (1B) Timeslip claiming the appropriate information (Train Symbol, On Duty time and date, Territory Traversed, etc.) to establish the validity of the service performed.
